Brian James Dugan was born on September 23, 1956 in New Hampshire. He as born the second child of five in his family.
Dugan’s family moved many times throughout his childhood. These moves would usually occur after Dugan had been released from different Youth Homes after being charged with burglaries, trespassing and home burglaries. Dugan began stealing at the age of 15 and was caught almost every time. Dugan later claimed that he was molested by John Wayne Gacy at the age of 15.
By the time Dugan was 16 he had dropped out of school, had been arrested for attacking a young girl and resisting arrest. He would go on to spend time in jail, attacking his sister multiple times and setting fire to an elementary school. For these crimes and many others Dugan spent a few years in prison prior to his serial series.
It is believed that Dugan began his serial series in 1983, at the age of 26. His victims were all Caucasian women between the ages of 7 and 27. Dugan would usually suffocate, drown or strangle his victims to death. All of the women were bound and raped prior to their death. The bodies were usually put into a shallow grave.
On June 3, 1985 Dugan was arrested for murdering 2 women. He was sentenced to 2 life sentences plus 215 years on November 19, 1985 for the murders he committed. Dugan offered a confession for the murder of Jeanine Nicarico if he could avoid the death penalty, but the judge denied the offer. On July 30, 1987 Dugan was stabbed 30 times in jail, but survived. It was not until January of 2005 that Dugan was charged for the murder of Jeanine. The trial for the murder is still pending. Dugan is serving time in Pontiac Correction Center, Illinois.
